Just a quick question:

If Sacred Pheonix activates its eff, then I counter using Starlight Road and it gets destroyed, can it come back the next Standby phase?

No. If its effect is negated I'm pretty sure it can't come back.

Tempest can you stop being a complete moron and read the card text before saying anything.

During your next Standby Phase after this card was destroyed by a card effect and sent to the Graveyard: Special Summon this card from the Graveyard.

Where on road does is say that it negates 2 effects.

Phoenix can activate because the only effect that it negates is destroying cards not special summoning

Exorcist is right, Nephtys can use it's effect and Special summon itself.
