It's pretty obvious by just reading the effects.

but number 8 can drain atk and effects but doesnt have easy support like one eyed

Number 8 does what One-Eyed does, but far better.
Number 8 gains the same Attack, negates the monster it copies' effect, and makes it Attack 0.

and remember one eyed keeps the effect permanately unlike number 8

I actually see that as a + for Number 8.

keeping a effect would be good like example
brio or bls or something
then the rest of its overlay units can be used for omni gami combo and can strike 3 times with copying bls
2 hits for gami and 3rd one if the 2nd strike destroyed something

You don't even know the effect correctly.
They both only can copy XYZ Monsters -_-
So what if they both copy Utopia? Number 8 would be 10x better in that situation and all others.

hmm well number 8 cant block enemy attacks cause it wont last that long

But Number 8 would negate the other Utopia's effect and make the Utopia's Attack 0 -_-
Annnnnnnd, Number 8 doesn't need to detach any materials.
It's obvious which is better.
