Personally i prefer gimp because i tried making gfx on photoshop and it was sooo much more of a hassle. Gimp is 100% FREE. Photoshop is a lot more complicated with a lot more options but anything that can be done in photoshop can be done in gimp. In the end it just matters which ui you like better.

I can't understand gimp no matter what. Photoshop is waaayyyyyyy simpler once you get accustomed to the interface. And good luck with your photoshopping.

Gimp is more spread out and easy to see all the controls when u first start.
Photoshop condenses everything so if it's your first time using it you need to check each tool to see where the option is.
Ex. Gimp has a seperate tool to change size. You can keep the ratio, put in exact pixel value that you need, and it de-blurs on it's on. Easier sizing controls also.
Ex PS. size is part of the mouse option?? u click and drag corners hoping you get the right size. Then you de-blur it on your own.

PS takes getting used to GIMP is free but limited

And to be exact if you hold shift while you transform it keeps the right shape
