i am little confused about the use of of Rai-oh effect.
if Rai-oh (player A) give battle damage by direct attack at an empty field (player B), player B then summon Gorz and a token by the effect of Gorz. what Rai-Oh (Player A) can do?

Gorz activates in the damage step.

Rai-oh, nor any card intended to destroy/negate Gorz('s summon) would not be able to stop it from being summoned; last I checked anyway.

Ehero thats not even the right ruling on why it cant stop gorz

Rai-oh cant stop gorz because its gorz's effect that summoned it

Rai-oh cannot negate effects

Rai-Oh could negate Gorz, because it's a quick effect monster, meaning it can be activated in the Damage Step. Although Gorz is special summoned by it's own effect, meaning cards like Rai-Oh, Solemn Judgment etc can't negate it's summon.

But you can negate it's summon with Solemn Warning.

So the answer to your question is no. Rai-Oh can't negate Gorz.

Did Konami change the rules about damage step and cards that can be activated in them while I wasn't looking? O_o

Last I checked, you can't negate Gorz's summon with Solemn Warning or Judgement.
I don't know if you can react to it with cards like BTH or not though.
My first guess is no though.

Warning is counter so it can be used during the damage step

Also it negates an effect that special summons[Gorz i.e.]

You can negate it with Warning but not Judgment.
No BTH cuz You can't activate normal traps during Damage Step.

You can negate it with Warning because it's a counter trap (highest spell speed, so it can be activated during the Damage Step), and it can negate monster effects that would special summon a monster.

As I said, Gorz special summons itself with it's effect. Also it Special summons a Token afterwards.

This is it basically.

For rai-oh: There are many reasons rai-oh can't negate gorz, one it's a non-inherent summon. Rai-oh can only negate inherent summons. Plus get this, you can NEVER NEGATE the summon at the resolution of an effect.

Solemn J: Same for rai-oh.

Bottemless trap hole: It's true, BTH can't be used in the damage step because it doesn't meet the conditions of cards that can be used in the damage step.

Solemn Warning: This guy can negate gorz, why? Because it negates the actual effect, so the part where you can't negate the summons at the resolution of an effect don't count. Plus it's counter trap, so it can be used in the damage step.

Solemn W 1 - 0 Gorz
